How to enable Bill and Maintenance notifications

Figure 1 shows the Invoice notification and the Maintenance notification flags. By default, both options will be enabled for the Parent Administrator (the main account owner). The Administrator can control notifications for sub-users during their creation and for existing users, turning the notifications on or off as needed.
